LAW 45B
There has been a fair amount of heated discussion at our club as to the definition of "if necessary" in Law 45B.
Have the circumstances when it might become "necessary" for the declarer to touch or pick up a card from dummy and if so are those circumstances limited in any way.
I understand it may be "necessary" if dummy has been called to the bathroom or is otherwise away from the table, but my understandiung is that in the normal course of play declarer may NOT touch or play dummy's cards.
Is an official opinion available please

As I see it the law just defines the proper procedure.
Like putting the trumps on the correct side when putting down the dummy.
Although it is unusual (but not unique) in that it might be necessary to do it differently.I don’t think any demands (especially heated ones ) for the right to “do it differently” when not necessary warrant being taken seriously.
Not many opponents would insist the correct procedure is followed but they have the right to do so.

In simple terms are you, therefore, saying that:
"The correct procedure is defined in the Law but Declarer has the right to do it differently if he/she deems it necessary........ but as a consequence the Defender has the right to challenge "the necessity" if he/she thinks a "necessity" does not exist - and could call the Director of the day to rule..
As you say, I am sure that this would rarely, if ever, happen and would be pedantic to say the least.
