Overseas Players
I've read, in the manual I think, that players from overseas have to play as Open players, unless they can prove otherwise. How does this work in stratified tournaments which are, increasingly, the norm, when these players have no or few rating points?

I have played in tournaments where directors have assigned a number of rating points to a player for this purpose. It may seem a bit arbitrary but it does at least give an answer.
