Mistaken Call or Explanation
This one went to the appeals committee at the end of a recent 8B Intermediate

West opened 1NT
Norh passed
East bid 3D (West explained it as weak and Diamonds)
South and West then passsed
North then bid 2S
East bids 3NT which makes and North calls Director claiming they would not have bid 2S if they had known the 3D was a strong one.
When we eventually found reference on system card, the 3D bid was explained correctly (i.e. Mistaken Call) and therefore result can stand.
If this is a case of Mistaken Explanation (which I initially thought), am I right to apply Law 21B (3) and award 3D making since Norths call was based on Misinformation from the opponent?

I am a bit confused here as I don't know how North can bid 2S after the weak bid of 3D. If they did, what happened next?

Regardless of whether Norths 2S was a typo (instead of 3S) or it was an IB which was condoned (it would be foolish of East to NOT condone the IB in this situation )A wrong bid is not an infraction even if deliberate (unless it comes under the "illegal psyche" rules) so there should be no adjustment
UNLESS
East has acted on unauthorised information (from the explanation) that his call has been misinterpreted
[not the case here as he has authorised information from his own cards that he should be in game]OR
There is some doubt about whether it was a wrong bid or wrong explanation
["eventually found reference on the system card" is probably Ok provided the system card was on the table and filled in with the correct players names]Thats how I see it, but I am prepared to be corrected by any higher qualified (National) director
